Edmonton Offers a Backwater Valve Subsidy for Basement Flooding

If your Edmonton basement floods, you may qualify for a subsidy from the City. Review the steps to qualify and put them in place today, just in case you end up with some wet carpets in your basement this spring.

The City of Edmonton Drainage Services Flood Prevention Program has a subsidy available that can assist Homeowners who have experienced basement flooding due to sanitary sewer backup for an installation of a back water valve.

The Backwater Valve Subsidy Program allows a reimbursement to qualified residential property owners for the installation of a backwater valve. This valve is normally installed on either the main sewer line where the sanitary sewer exits the house or on various branch line locations to prevent sanitary sewer backup.

There are two types of Subsidy Programs:

1. The regular Backwater Valve Subsidy Program.

This program has been in place since 1991 and applies when a residential homeowner has experienced basement sanitary sewer backup during a storm related event. The homeowner simply calls 311 to report the basement flooding.

To qualify the following criteria must be met:

  • The residence is a single family dwelling or a separately serviced duplex dwelling.
  • The dwelling was built prior to 1989.
  • The sanitary sewer backup occurred in a sanitary main line as a result of a major storm event.
  • The property is serviced directly from the City’s sewer system.
  • A subsidy has not previously been provided for the same location.

2. The Proactive Backwater Valve Subsidy Program.

This program applies to homeowners who have not experienced sanitary sewer backup, when funding is available from the regular Backwater Valve Subsidy Program. The homeowner must submit a request to Drainage Services for consideration. The request must include the property location, flooding history if there is any, name and contact number, and can be submitted in the following manner:

To qualify the following criteria must be met:
  • The residence is a single family dwelling or a separately serviced duplex dwelling.
  • The dwelling was built prior to 1989.
  • The property is serviced directly from the City’s sewer system.
  • A subsidy has not previously been provided for the same location.

Homeowners qualifying for either of the programs will receive a letter of authorization identifying their eligibility for a reimbursement and the applicable requirements.
